In this case you need to take the photo (it does not work on the fly) and then the system scans it and translate it like an OCR program does. The other camera translation tool is the older one that was created by Google. Since the technology was integrated "as is" it has it's own language database, separated from the Google one (that's why it works offline in both Android and iOS). It does not support, for example, translation from Spanish to French. This technology was integrated in to Google translate and it does work offline but it only supports translations from English to French, German, Italian, Portuguese, Russian, Spanish, and vice versa. World Lens translates on the fly so if you point the camera to a sign in Spanish it will show you the sign but change the words into English. Nick M, the camera translation works offline, but only the World Lens one.

So put away the Spanish dictionary mi amigo, because if you want to get along with the folk of Catalonia you'll find a few choice Catalan phrases a sharper weapon in your armoury of charm. Catalan is another Romance language (as Spanish, French or Italian among other) and shares similarities with the rest so it's fairly easy to understand it. Both languages are indeed spoken and are official languages. Am not sure if you're aware that the local language in Barcelona, and the whole region of Catalonia, is not Spanish but Catalan.
